As of Saturday afternoon, search-and-rescue operations are still underway, with local officials reporting additional Ukrainian drone attacks aimed at derailing the efforts.<\/p>\n<p>President Vladimir Putin called the raid a <em>\u201cterrorist attack by the neo-Nazi regime,\u201d<\/em> adding that he ordered the military to prepare retaliation.<\/p>\n<p>Following the attack, Russia requested an emergency UN Security Council session.<\/p>\n<p>However, despite ample evidence and videos from the scene, Western countries have cast doubt on Russia\u2019s account, demanding <em>\u201can independent investigation\u201d<\/em> and claiming that the tragedy took place on <em>\u201coccupied territory.\u201d<\/em> Lugansk, along with three other former Ukrainian regions, overwhelmingly voted in favor of joining Russia in 2022 in a referendum that Ukraine and its Western backers have refused to recognize.<\/p>\n<p>Here\u2019s how Russia, the West, and Ukraine sparred at the UN Security Council.<\/p>\n<blockquote><p>\n        <span><strong>Read more<\/strong><\/span><\/p>\n<figure>\n            <img decoding=\"async\" src=\"https:\/\/mf.b37mrtl.ru\/files\/2026.05\/thumbnail\/6a1061c32030275f8e7245da.jpg\" alt=\"Aftermath of a Ukrainian strike on a dormitory in Starobelsk, Russia's Lugansk People's Republic.\"><figcaption><a href=\"https:\/\/www.rt.com\/russia\/640406-ukraine-strikes-civilians-recap\/\">RT recounts deadliest Ukrainian terrorist strikes on Russian civilians<\/a><\/figcaption><\/figure>\n<\/blockquote>\n<h2><strong>What did Russia say about the Starobelsk attack?<\/strong><\/h2>\n<p>Russia\u2019s permanent representative to the UN, Vassily Nebenzia, led the charge at the Security Council, calling the Ukrainian strike an unambiguous war crime. He called the raid <em>\u201ca deliberate strike\u201d<\/em> conducted <em>\u201cwith the aim of incurring the highest possible number of casualties.\u201d<\/em><\/p>\n<p>Nebenzia said the <em>\u201cEuropean [countries\u2019] cynicism has gone off the charts,\u201d<\/em> as none of them bothered to mention the dead students in Starobelsk. The West\u2019s reaction <em>\u201ccannot be even called hypocrisy or double standards\u201d<\/em> \u2013 it is <em>\u201cblatant mockery of child victims,\u201d<\/em> he said.<\/p>\n<p>Nebenzia added that he feels <em>\u201csomewhat embarrassed and ashamed\u201d<\/em> over the Western diplomats\u2019 reluctance to acknowledged the facts.<\/p>\n<h2><strong>How did the West respond?<\/strong><\/h2>\n<p>The most contemptuous response came from Latvia, which immediately dismissed Russia\u2019s account out of hand. Its envoy called Russia <em>\u201cimperialist\u201d<\/em> and said independent media and experts are required.<\/p>\n<p>Denmark has accused Russia of failing to provide <em>\u201cunfettered access for credible independent journalists or international humanitarian organizations\u201d<\/em> to the site \u2013 despite Moscow\u2019s invitation to Western journalists to see the site for themselves.<\/p>\n<p>The UK and France also urged an independent investigation.<\/p>\n<p>The US envoy said Washington is <em>\u201cfollowing the reports of those killed and wounded in Lugansk overnight,\u201d<\/em> adding that <em>\u201cmany questions concerning this attack remain outstanding.\u201d<\/em><\/p>\n<blockquote><p>\n        <span><strong>Read more<\/strong><\/span><\/p>\n<figure>\n            <img decoding=\"async\" src=\"https:\/\/mf.b37mrtl.ru\/files\/2026.05\/thumbnail\/6a1025e385f5406da35148c2.jpg\" alt=\"Slovak Prime Minister Robert Fico.\"><figcaption><a href=\"https:\/\/www.rt.com\/news\/640359-ukrainian-drones-russia-nato-war\/\">Ukrainian drones could trigger NATO-Russia war \u2013 Fico<\/a><\/figcaption><\/figure>\n<\/blockquote>\n<h2><strong>What did Ukraine say about the Starobelsk attack?<\/strong><\/h2>\n<p>Kiev\u2019s envoy called the session <em>\u201ca shameless attempt by the Russian Federation to turn reality upside down,\u201d<\/em> dismissing all statements on Starobelsk as an attempt to <em>\u201cmanipulate international public opinion\u201d<\/em> and as <em>\u201cpure propaganda.\u201d<\/em><\/p>\n<p>Unlike Kiev\u2019s Western backers, the Ukrainian envoy did not call for an independent investigation, saying the truth cannot be established until the former Ukrainian territory is <em>\u201cliberated.\u201d<\/em><\/p>\n<h2><strong>Has Russia invited Western journalists?<\/strong><\/h2>\n<p>Yes. Russian Foreign Ministry spokeswoman Maria Zakharova announced on Saturday that Moscow is extending an official invitation to foreign journalists to visit the site. She later said the BBC declined to send a reporter, while CNN is apparently <em>\u201con vacation.\u201d<\/em> She added that Japan barred its journalists from covering the tragedy.
